We want to expose Peras-related data to clients consuming data from the node, for example indexers (like db-sync) or dApps.
One straightforward thing would be to make just the certificates available (also see #2). This should suffice for most use cases.
Further Peras-related conceivable N2C mini-protocols:
Vote diffusion. Dubious whether this is useful (enough).
A more convenient "settlement protocol" that can answer queries like "this block is buried under weight $w$". Historically, we pushed such functionality out of the node, which seems sensible to continue to do.
