Bump axios and twilio-cli

Removes [axios](https://github.com/axios/axios). It's no longer used after updating ancestor dependency [twilio-cli](https://github.com/twilio/twilio-cli). These dependencies need to be updated together.

Updates `twilio-cli` from 5.5.0 to 5.18.0
