How to properly configure auto enable git hooks for libraries? (hooks need only for local development but not in package)

Hi, in my npm packages i always use NPM script "prepare": "husky install"

But this forces me to do npm pkg delete scripts.prepare in CI

How can i properly define NPM scripts to ensure that hooks are installed only when developing locally and are not installed when packaging or installing a package as a dependency?
