One use metric for helping to filtering user annotation behaviour is to use capture the user mouse wheel and cursor location using JavaScript and writing the number of events as part of the user's log for a given annotation campaign. This could be done using Javascript event listeners:

Another feature enhancement is to user a timer to force a user to taken their time to do their annotations before submission.
