Tech Doc Updates for Verification (PR #1137)

Description

New python scripts and a renaming of a previously existing script (in ush) were added in PR #1137. Both @gsketefian and @mkavulich have provided thorough documentation in the new/renamed scripts. These will need to be added to the technical documentation (doc/TechDocs/ush).

Solution

The new scripts in ush are:
ush/eval_metplus_timestr_tmpl.py
ush/get_obs.py
ush/set_leadhrs.py

The renamed script in ush is:
ush/set_cycle_dates.py -> ush/set_cycle_and_obs_timeinfo.py
