Upgrading Umbraco 13.5.1 to 14.3.1 fails

Hello!
While attempting to upgrade Umbraco from version 13.5.1 to 14.3.1, the process fails with the following error: "This operation conflicts with another pending operation on this transaction. The operation failed" (Full error details below).

In [umbracoKeyValue] i set Umbraco.Core.Upgrader.State+Umbraco.Core = {DED98755-4059-41BB-ADBD-3FEAB12D1D7B} (InitialState)
After run application i get error
