Missing cities in "Add City" (Washington DC, Halifax)

A little more obscure (and Canadian), but I can't add Halifax, NS, Canada (but can add events):

I notice that if you leave off the sources=wof in the locations query (e.g., https://search.mapzen.com/v1/autocomplete?layers=locality,borough,localadmin&text=birmingham), the results come back sorted in order of significance of the place. Not that that helps if the place you're looking for really is outside of the top five, of course.
