http://nlftp.mlit.go.jp/ksj/gml/datalist/KsjTmplt-A30a5.html で使われている。7桁のコード。
10kmを4分割する形式か。

10kmを4分割、1~4の数値の割り振りは500m, 250mメッシュと同様

5kmメッシュから1kmメッシュへのスケールダウンはできない
