[Outreachy Task Submission] Adding A collection doesn't work with view only by me. #4818

Describe the bug
When adding a collection, the user selects the check radio button only me concerning who else can see this?, no collection is created. Whereas adding a collection with options admin can see or user can see or everyone, it creates a new collection.

Where was the bug observed
After clicking on collections on the side bar.

To Reproduce
Steps to reproduce the behavior:

  1. Go to Ushahidi platform
  2. Log in to your account.
  3. Click on collection.
  4. A pop up comes up, you enter the name or title of the collection, enter the description, choose only me on who can see that collectio, click on create.
  5. Nothing is created.

Expected behavior
A collection is to be created with only that user being able to see it.
