There are areas where sectors are defined twice instead of once in areas where a sector covers above another.
The use of two sectors like this is only supposed to be used for FIRs crossing the W180 longitude.
Affects the following FIR's:
CZQM
CZQX
ESOS
GMMM
LECM
LIMM
SKED
VVHM
WBFC

I'll try to get to it when I can, but the gist of it:
Extend main VVHM area to cover the "extended section", this will mean VVHM and VVHN will overlap in that area.
Same for WBFC, except WBFC will completely overlap WBGG.
