当前我们有种场景在一个集群会在同一时刻创建大量的session（十万级），meta压力过大，会经常loading sharding或meta元数据数据同步过多发生异常的情况，这种场景下我们并不想使用session持久化相关能力，希望可以支持session持久化开关可配置
