AFAICS using the semantic distance between labels it the way to group them together.

POC grouping labels
Update sets when new labels are created, or schedule a job to do so
Use this data to find jobs by similar labels, and or suggests adding similar labels and search again.

Related: this tagging library does not solve this issue but looks useful for managing tags https://github.com/radiac/django-tagulous
