在返回给client的resp中增加字段来表示工具的开始和完成，辅助前端展示

为什么不直接透传执行过的tool_call？
- 避免client二次执行该tool，与chat api保持相同语义
可能方案：action usage表示开始执行工具，一个action details表示工具执行完了
