Fix troubleshooting content in navigation

We are using an automatically generated navigation.json that uses contentful information architecture. Troubleshooting content will be in a new architecture in the new portal, so we must fix the navigation file generation.

Troubleshooting content must be in an independent section, not in the tutorials navigation section.

In order to solve this issue we need to update the script in the help-center-content repo that we use to generate the navigation.json. The script must identify tutorials in the troubleshooting category and arranje them correctly in the JSON.

Also, in the troubleshooting article page there should be a sidebar with all articles like in the tutorials page.
