I downloaded the zip package today (February 26, 2017) and ran on Cygwin the perl Makefile.PL:

Checking if your kit is complete...
Warning: the following files are missing in your kit:
        lib/W3C/LinkChecker.pm
        README
Please inform the author.
Generating a Unix-style Makefile
Writing Makefile for W3C::LinkChecker
Writing MYMETA.yml and MYMETA.json

Looks like the product does work nonetheless.
