Support running WALA on JDK 21 #1318

JDK 21 (an LTS JDK release) will be released shortly. It'd be great if WALA could run on it, in particular supporting auto-discovery of the standard library from the running JVM like we do on JDK 17 and earlier.

With #1339 we now support JDK 21 on the master branch, with the exception of the Dalvik frontend, which is tracked by #1349. In light of that, I'm going to go ahead and close this issue. If anyone needs a release with the JDK 21 support please comment.
