REFLOSystem Costing Package

This issue is to document the modifications in the REFLOSystem Costing package to be consistent with the WaterTAP Costing:

1. Aggregate flow costs from the Treatment Costing Block: Currently the aggregate_flow_costs for chemicals is not included in the REFLOSystem costing. And the aggregated heat and electricity costs are named total_heat_operating_cost and total_electric_operating_cost
2. REFLOSystemCosting does not have a maintenance_labor_chemical_factor
3. LCOH calculation needs to be verified
4. REFLOSystem costing to allow for scenario where grid_frac = 1
5. Need to check yearly_heat_production.
