Improve command execution in modules

Description

During the development of Start command execution in order, it was observed that commands sent to the inventory and logcollector modules are executed even if the module is disabled via configuration. It is necessary to verify whether this behavior is expected. Additionally, it must be determined whether, during a module reload triggered by a centralized configuration command, other types of commands can be executed concurrently or if they should be interrupted.
