Add validation to the plugin configuration file

Describe the solution you'd like
The plugin configuration is read from the file wazuh.yml and their values are not validated. It could cause some problems when the value is not valid for the functionality.

This affects changes done by the user manually.

Describe alternatives you've considered
Some suggestions are:

• Validate the plugin configuration when this is read (desireable).
  • Throw errors/warnings and use valid values or stop the application until the value is fixed
• Validate the plugin configuration when it starts at least.

The configuration will change in the future major 5.x, so this will be not necessary. Related issue: wazuh/wazuh-dashboard#339

I will close the issue as not planned.
