MVP - AMI - Create the generate_base_ami script and migrate it to Python

Description

As part of this issue, to begin working on the workflow, it is necessary to create the AMI generation script mentioned in the spike. This script is currently written in Bash, so it should be migrated to Python.

Tasks

• Create a file with the base configuration of the AMI.
• Migrate the current configuration from Bash to Python.
