Anti-greeting spam

don't repeat the greeting if the previous message in the channel was sent over 5 minutes ago and was another fishy greeting

this will prevent greeting spam on top of join/part spam, tweak the 5 minute value if necessary (I added it because the stream of fishy greetings when a netsplit is resolved is pretty funny)
