util:XmlConfig Error "Failed to find node"

I am trying to ensure that a config file has a certain entry after my program has been installed/upgraded. My starting point is something like this:

However, whenever I run the installer, I get this error:

Failed to find node: //runtime/assemblyBinding/dependentAssembly[1] in XML file: [filename], system error: -2147020584

Any ideas on what my issue is and how to fix it?

Is this an executable that you are building and deploying?
If so, you should really configure this within the build environment of the executable, rather than trying to have the installer do such adjustments.

I'd probably try it in each individual step, to make sure that all the build ups actually work.
So start with only having the Sequence="1" aspect.. confirm the XML looks like expected there. Then add Sequence="2", etc, etc..

I removed all the xmlConfigs except for Sequence=1 and Sequence=2. After running an upgrade, this is what the config file looks like:

  <assemblyBinding xmlns="urn:schemas-microsoft-com:asm.v1"><dependentAssembly xmlns=""/></assemblyBinding></runtime>
</configuration>

It looks correct, except for the empty xmlns value in the dependentAssembly element. I have no clue where this is coming from.

Any ideas on how to fix this?
