Flame Cap and Potions are being used simultaniously

In the current sim both flame cap and potions are being used when both are selected

To Reproduce
Steps to reproduce the behavior:
run the mage sim with both flame cap and potion selected

Expected behavior
blizzard made flame cap and potions share a cd
