Chromatically Tempered Sword and Flashrend are affected differently by Might of Stormwind

Describe the bug
Two sims with the same buffs, same consumes, same runes (holy and defense specialization), same rotations, and same gear (both Dwarves) have dramatically different DPS numbers when using Chromatically Tempered Sword vs. Flashrend.

I initially attributed this to CTS's and Flashrend's bonuses so I made them equivalent. I added 6 strength and 15 agility to the flashrend sim, while subtracting 1 melee and 1 spell crit. With these attribute changes the only difference between the two is swing speed (2.7 vs 2.8) dps (58.33 vs. 58.39) and base damage (110-205 vs. 114-213).

Create 2 identical sims, one with CTS and one with Flashrend and review DPS numbers

Expected behavior
Given how close these number are, I expected the DPS simulations to be close, with a slight advantage to Flashrend given it is slower and the gear uses the Paladin T2 Tanking 6-piece set bonus for extra swings. Without Might of Stormwind the numbers are close to what I expected, 1580 dps for Flashrend and 1563 for CTS. However, keeping everything else the same but adding the Might of stormwind buff, the numbers change dramatically. The CTS sim gains 189 dps from Might of Stormwind, while Flashrend only gains 32. I can see no reason why Might of Stormwind would affect CTS more than Flashrend, especially by such a huge margin.
