Auto rejudge after some Judge Internal Error

When the judge client is not running on the same machine of the web 
server, Judge Internal Error (JIE) may occur at times. Especially during 
the contests with heavy system load.
This is due to network connection or some other problems.
Please try to rejudge those JIE runs automatically.
For example, the server can rejudge all JIE runs up to 5 times, and stop 
rejudging if it is still a JIE.

This should solve the issue of frequent Judge Internal Error when multiple 
judge clients are used in a large contest.
