fix: log-surgeon failing to build on Ubuntu 24.04 due to fmtlib.

Fix the following compiler error. LS is failing to build on the default GH Ubuntu 24.04 runner as fmtlib 8.0.1 is triggering a bug in GCC.

Possible implementation

• Get rid of fmtlib dependencies inside of LS's public headers.
  • Move template specializations into cpp and define the specializations explicitly.

• Download and compile fmtlib as part of the log-surgeon build.

Can you clarify which Ubuntu version is having this issue? The versions mentioned in the title and body aren't the same.
