Describe the bug

carriontrooper/Alpha-Frontier#89

Forwarding a bug: I have a policy that makes it so that each city in your civ gets +3 happiness when your civwide happiness is lower than 3. Problem is, the added happiness disappeared when loading the game, and reappears after going into the city management screen.

I'll ask the bug submitter to provide a save.

I may also make a test mod for vanilla/GnK, adding a similar policy and an event that both allows you a free policy and negative happiness.

Steps to Reproduce

  1. Play AF
  2. Get the 'Censorship' policy
  3. Have negative happiness
  4. See error

Of course this won't work
Civ unhappy -> all cities happy -> civ happy -> all cities unhappy -> civ unhappy ...
This is 100% a You Problem, sorry

Hmm, shouldn't the happiness bonus stick, though? Or perhaps I should stick em in an invisible building... hmmmmm
