видимо имеется ввиду описать в документации сценарий описания инфраструктуры в git репозитории и применения кода из него посредством argocd+crossplane.

Дык манифесты суёте в argocd, fluxcd да и всё))

Это описано в документации Crossplane. Не очень понятно, какая специфика провайдера для Yandex Cloud требует дополнительного описания.
