Project selection: Select project before running traypublisher

Please describe the feature you have in mind and explain what the current shortcomings are?

Current implementation does allow to select project during process lifetime which causes few issues related to registered plugins, settings etc. And considering future changes to allow per project bundles we have to change the behavior.

Suggested implementation?

Do not allow to change project after traypublisher starts but request to select project before it starts. Also add webaction to run traypublisher directly from AYON web frontend.
