Update tl indexfiles?

With pdflateX, I get

./thesis-example.tex:1066: pdfTeX error (font expansion): auto expansion is only possible with scalable fonts.

Moreover, I get some warnings about non-foudn langauge infomration:

Package babel Warning: No hyphenation patterns were preloaded for
(babel)                the language 'German (new orthography)' into the format.

(babel)                Please, configure your TeX system to add them and
(babel)                rebuild the format. Now I will use the patterns
(babel)                preloaded for \language=0 instead on input line 48.

I thought, I could fix all of it with

updmap -sys && tlmgr generate language --rebuild-sys	

I think, only updmap -sys is working. For the other part, I am still investigating.

Maybe, this should be added as command after the cache is restored?

Do you get the errors also in the initial run where TeX Live gets installed or only when the cache got restored?
