Bug - Unnecessary, disabled Avatar area in agent preferences #633

Gravatar was been disabled by default but Avatar area is still displayed in agent preferences with Avatars have been disabled by the system administrator. You'll see your initials instead. message.

Expected behavior

Disable PreferencesGroups###Avatar by default also like in https://github.com/znuny/Znuny/pull/82/files for cleaner UI.

Actual behavior

Unnecessary, disabled Avatar area in agent preferences.
