ci: drop dapp-card-store test (#9318)

## Description

[dapp-card-store](https://github.com/Agoric/dapp-card-store) is [failing
a test
](https://github.com/Agoric/agoric-sdk/actions/runs/8927592806/job/24521326962?pr=9286).
The test isn't required but since we no longer support that app this
removes it from CI entirely.
