Adds client and CLI to work with clusters and the upcoming Silverback Platform (WIP)

I've rigorously tested this, we ironed out some kinks, and everything seems to be working as expected. The only holdup is our silverback-echo image is set up to run on sepolia, we have not deployed the echo contract to mainnet, so the container fails on the staging-cluster. Otherwise, the cli handles smoothly, the notifications look good to me, I think it's ready for alpha
