This PR adds a new stable version of the Docker BioContainer with the RSAT suite, which ships with the code corresponding to tag 2024-08-28c in source repo (https://github.com/rsa-tools/rsat-code). Accordingly, the Dockerfile now contains LABEL software.version="20240828".
This version is reduced in size (see rsa-tools/rsat-code@d1eeade) and includes several fixes and new code developed by @jvanheld and @eead-csic-compbio while preparing for the IBIS2024, which were tested in several development Docker containers.
