A partial draft GitHub action that tries to checkout the repository, start the owlery server and test to make sure it is live. Only partial, since there's a dependency issue: how do we get the Owlery server to start up only after we do the checkout.
This was done to make it easier to write a GitHub actions script.

So far, these only test the container server, not the Python code. They are not ready for prime time.
