This project will enable Philadelphians to see what comprises the School District of Philadelphia's budget and why the District lurches from year to year with ever-increasing forecasted deficits. It is our hope that this visualization will provide citizens with everything from the big picture to the little details that shape the City's public education issues.
Since FY2012, the School District of Philadelphia has run massive deficits before the start of each school year, which has led to the loss of more than 5,000 positions since July 1, 2012. In FY2012, the District had to close a gap of $715 million; in FY2013, the deficit was $300 million; in FY2014, the deficit was another $304 million. In addition to layoffs, the District has been forced to borrow $300 million to cover operating costs in FY2013 and has sold buildings in FY2014, resulting in a series of one-time only stopgaps. But why does this happen year after year?
