Change link to NTP documentation

Description:

• Add specific link for RHEL10.
• Point default link to the Wikipedia page.

Rationale:

• The current default link https://docs.fedoraproject.org/en-US/fedora/latest/system-administrators-guide/servers/Configuring_NTP_Using_the_chrony_Suite/ is down, there is no such article anymore (yet?). When something will be there we could create a specific Fedora entry.
• RHEL10 deserves its own link (but there is no docs yet, let it be broken for now).
• Default link should be neutral.
