[CAPT-2128] migration to add renamed TRI tables

Context

• This is a multi part PR to rename LUP to TRI
• This introduces duplicate tables as part of rename that will be utilised in later PR

Next steps

• Migrate data from old tables to new table, at the same time deploy new renamed code
• Subsequent deploy to drop old tables
