makes building using node v20 on fedora possible
The project can be built by specifying `export NODE_OPTIONS=--openssl-legacy-provider`

What does this PR do?
This PR updates some dependencies, and makes the UI buildable so that it can be run on fedora 39, and probably other more modern linux distro releases. It fixes #88 .
What does it not do?
It does not completely updgrade the build system. vue-cli is no longer under active development, and migrating is recommended
