…lorer.exe (Windows Explorer) when their scrollable parts are hovered and scrolled (irregardless of whether those windows are active or not).

Fixed some minor bug with quick moving of the active windows via hotkeys: you now don't have to have the active window's center on the screen for hotkeys to work. New algo decides which monitor it is closer to and moves the window there.
