This change implements the Vocabulary class that facilitates getting the content of metadata registries considered as holding controlled vocabularies. Currently two CVs have been added: IANA media types and FAIRsharing.

Each vocabulary supports both local (from a local file cached in /static/controlled_vocabularies path) and remote connection (usually through API requests).

Resolves some items from issue #92

_msg is only shown as logging? Other plugins need some feedback to be shown on the web interfaces
