[No QA] fix: add default_id for onyx report chat

Explanation of Change

Based on the comment here #54732 it seems removing -1 from useOnyx crashes the App in some scenarios. Fixing it by adding a default instead CONST.DEFAULT_NUMBER_ID.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines

I don't have reproduction steps as of now, so not sure how to test it. But I think we can merge this and don't need QA for this. We can also CP this to staging or should be prioritize it for production right away?

Oh boy, this is wrong. Since the default value of chatReportID is ''. So, we should do chatReportID || CONST.DEFAULT_NUMBER_ID here.

@mananjadhav I think we should focus on proper fix here. By making chatReportID default value as undefined only, and solving the bug from there.
