addresses AB#62558 which identifies "caching" behavior
what is actually happening was a failure to process a new Inventory job, due to malformed certs being added in Management jobs.
the inventory job fails when a cert was replaced and the UO processes the delta between the old cert and new cert
also fixes login logging issues in issue #13
