Changes:

Added ocean replace support for all versions.
Old pre-generate-world config options will now automatically be removed from old configs.
Fixed bug causing VeinMiner to break.
Frozen players are no-longer able to place and break blocks. Therefore the slow-mining potion effect has been removed.
HasteyBoys will no longer affect custom crafted tools.
