I think this is a remnant of the switch from manage_externals to git fleximod, at this point MOM_interface should be populating $CESMROOT/components/mom/externals/MARBL rather than $CESMROOT/components/mom/MOM6/pkg/MARBL. I'll put together a sandbox and make sure CESM can still build with this change, and then I'll approve the PR

Yup, CESM can build mom just fine without this symlink
