A "minimum viable" geocode assigned to each place in the LOCATION table.

DeGauss should be fine for this iteration.

One important consideration is that we need a LOCATION_MAP implemented. This should preserve LOCATION_ID between refreshes of the Tufts Research Data Warehouse and prevent needless reruns of the geocoder.
