Add tips of the day

Add a "tip of the day" contents which will be appeared in OmegaT 6.2.

Since we're targetting 6.2 here, I'd like to suggest (if it's possible) to have a "To know more about this feature" with a link to the appropriate section of the manual.

Would that be technically possible ?

Also, @Kazephil would you mind reviewing the contents too ?

There should be an answer in a contribution manual section. I'd like to add a section of tips contents.

You can use many of HTML 5 syntax and a CSS in tips contents.

There is no HTML URL syntax to point a Java feature to open a manual.
