Added master guild config value

This allows you to set a master guild that will have master permissions (is able to save & reload, as well as seeing all gamocosm servers), while other guilds who add the bot will have limited access and will only see gamocosm servers that are assigned to channels on that guild.

If master guild config is empty (default) all servers have master permissions.
