Adds a macro for getting environment variables with various options depending on the arguments provided. Should reduce the amount of repeated code.

Description
"Simplifies" the code for getting environment variable values for the
FediProtoSyncConfigstruct. I say "simplifies" because I've replaced it all with a macro. It just makes the code more readable without all of the repeated code.Related issues
