What is the purpose of this change?
Remove the terraform 1.5.5 executable since it contains vulnerabilities
How was this change implemented?
Remove terraform from the image and instead add opentofu. The latest version available is 1.6.0_beta3-r0 which is a pre-release version of 1.6.0. The 1.6.0 release is dragging a bit, but once a GA executable is added, it will be picked up.
How was this change tested?
Creating and deleting queues and subscriptions from a docker container.
